Simpson County Fiscal Court gives first reading to FY24/25 budget, approves ordinances and accepts road-material bids

At its May 21 meeting the Simpson County Fiscal Court gave first reading to the FY24/25 Budget Ordinance No. 220.257 and approved first readings for several ordinances and agreements, while accepting vendor bids for road materials for the coming year.
On a motion by Magistrate Marty Chandler, seconded by Magistrate Scott Poston, the court approved first reading of Budget Ordinance No. 220.257; the recorded vote listed support from Chandler, Poston, Burr, Thurman and Bames. The court also approved first reading of Lexington Place Lighting Agreement Ordinance No. 230.28 (motion by Thurman, second by Poston) and first reading of Zone Change Ordinance No. 920.124 to rezone 21.39 acres east of Franklin from AG to R-1 (motion by Thurman, second by Chandler). The zoning change was requested by Joshua and Kimberlee Sliger and followed a Franklin–Simpson Planning and Zoning Commission recommendation from a December 5, 2023 public hearing.
The court acknowledged and approved the Simpson County Detention Center Policy and Procedure (effective May 1, 2024) and authorized Judge Executive Mason Bames to sign it.
Procurement actions on the agenda included acceptance of the lone FY24/25 asphalt bid submitted by Scotty's Contracting and Stone, LLC and acceptance of the sole crushed stone/aggregate bid from Heidelberg Materials (formerly Hanson Aggregates). The Scotty's bid listed unit prices such as $98.90 per ton for in-place bituminous concrete surface and $89.07 per ton for plant pickup, plus rates for trenching, DGA shoulder material ($29.65/ton), seeding and permanent pavement striping. Heidelberg Materials' bid listed prices for DGA ($13.95/ton), DRB ($12.45/ton), 57 ($18.45/ton), and other aggregate types.
The court also authorized participation in the 2024 KACo Reverse Road Salt Auction. No supplemental public testimony was recorded on these items during the meeting.
The first readings and procurement approvals were procedural votes; final adoption or contract execution will follow the county’s normal procurement and ordinance-adoption processes.
