Fleming County Fiscal Court approves leases, grants, tax rates and budget measures; Treasurer reports $4.49 million on hand

Fleming County Fiscal Court on Aug. 10 approved a slate of routine renewals and budget items and set the county's 2022 tax rates.
County Judge/Executive Larry H. Foxworthy called the meeting to order at 9 a.m. at the Fleming County Courthouse and the court moved, unanimously, to approve a series of contracts and service renewals, including a one-year lease with Altius for use of the Pea Ridge Tower at $250 per month, an equipment maintenance agreement with RCS, fire extinguisher inspection services with Johnson Controls, and ACA reporting services with McGregor and Associates.
County Treasurer Kathy Dryden presented the July 2022 month-end financial statements showing total funds of $4,486,654.56 across named accounts: General Fund $959,440.16; Road Fund $372,180.15; Jail Fund $89,464.55; LGE Fund $138,820.67; Forest Fire Fund $32.45; CDBG Fund $10,000.50; Dispatch Fund $361,276.43; ARPA Fund $2,254,811.87; Capital Improvement Fund $300,627.78. The court approved the reports unanimously.
Officials also approved budget transfers as presented and completed the first reading of Ordinance 22-1369, a budget amendment introduced by Treasurer Dryden. The court set the 2022 tax rates at Personal Property 15 cents per $100, Real Property 15 cents per $100, Motor Vehicles and Watercraft 16 cents per $100, and Fire Acres 2.5 cents per acre.
The court approved the 2022 Waste Tire Collection Event Agreement and authorized submission of a 2023 Litter Abatement Grant application, giving the Judge/Executive authority to sign and execute the grant documents. Reappointments were approved for Donnie Logan and Dave Watson to the Fox Creek Watershed Conservancy (terms through Aug. 15, 2026), and the court approved appointments to the Solid Waste Advisory Committee.
Clerk reports from Fritz were approved, and the annual delinquent property tax sale was set for Aug. 19, 2022. The court also approved the Fleming County Sheriff's July monthly report as presented by Kinder and confirmed a prior polled decision declaring a 2003 Ford Crown Victoria (VIN #9489) surplus and set it for auction on Aug. 20, 2022.
On personnel matters, the court approved the Salaries Order effective July 1, 2022, accepted the resignation of Assistant EM Director John Sims Jr. effective Aug. 10, 2022, and approved Travis Earlywine to serve as the new Assistant EM Director effective the same date.
The court authorized the County Judge/Executive to accept and award bids, negotiate and execute contracts for the Senior Center Project and to issue payments for construction services to meet AIA contractual requirements. The meeting closed with a moment of sympathy for the Money family following the death of community volunteer Billy Grover Money and an adjournment at 11:07 a.m.
Votes on listed items were recorded as unanimous where noted in the minutes. No final passage was recorded for the emergency ordinance on nuisance mobile homes discussed for redrafting.
