Fleming County Fiscal Court approves senior center bid contingent on state approval, renews contracts and approves budget reports

Fleming County Fiscal Court on Nov. 8, 2022, approved a package of routine fiscal and operational items, including accepting bids for construction of a new senior center and authorizing the County Judge-Executive to sign contract documents contingent on approval by the Kentucky Department for Local Government.
County Judge-Executive Larry H. Foxworthy called the meeting to order at 9:00 a.m. at the Fleming County Courthouse. Magistrates David J. DeAtley, Richie Kielman, James Smoot, Donnie Fawns and Ray H. Money were present. County Treasurer Kathy Dryden presented the monthly financial report showing combined county funds of $4,338,748.77 across General, Road, Jail, LGEA, Forest Fire, CDBG, Dispatch, Clerk Storage, ARPA and Capital Improvement funds; the court approved the report unanimously.
The court voted unanimously to renew the RCS siren maintenance agreement for the period Dec. 1, 2022, through Nov. 30, 2023, and to approve agreements with Koorsen, effective Oct. 24, 2022, for annual fire-systems inspections at the county garage and inspections of fire extinguishers at the courthouse, annex and garage. The court also approved renewal of electrical inspectors' contracts for an additional three years.
The court accepted all bids for the new senior center and accepted a letter of recommendation from Brandstetter Carroll to award the contract to the lowest responsible bidder, subject to approval by the Kentucky Department for Local Government, and granted the Judge-Executive authority to execute the contract documents.
Fleming County Dispatch Director Charlotte Benton presented the October requests-for-service report and proposed salary adjustments for telecommunicators and directors. The court approved the proposed dispatch salary adjustments to take effect with the first payroll of January 2023.
The court approved other routine items by unanimous votes, including budget transfers, cash transfers, claims reports, and the Fleming County Clerk's monthly and quarterly reports. The court also approved paying election expenses up to $12,500.
The monthly jailer report was approved; the minutes record a roll-call vote with Yes votes from David J. DeAtley, Richie Kielman, James Smoot and Ray H. Money and an abstention from Donnie Fawns.
The court authorized the County Judge-Executive to sign and execute a deed of right-of-way returning maintenance responsibility to an adjacent property owner for a private lane named Pickrell South, which the minutes note has not been maintained by the county since May 2017; the owner plans to change the road name to Homestead Road. The meeting adjourned at 9:36 a.m.
All votes reported in the minutes were recorded as unanimous unless otherwise noted in the roll call on the jailer report. The Department for Local Government approval is a stated contingency for the senior center contract award.
