Fleming County Fiscal Court approves routine business, schedules public hearing on solid-waste plan

At its May 9 meeting, the Fleming County Fiscal Court approved routine financial and procurement actions, accepted KYTC rural-secondary road recommendations, set a May 26 public hearing for the county solid-waste plan and authorized several intergovernmental agreements; all recorded motions passed unanimously.
Fleming County Judge/Executive John Sims Jr. opened the May 9, 2023 Fiscal Court meeting in Flemingsburg and the court moved through a series of routine approvals, unanimous votes and announcements during a meeting that lasted about an hour and 20 minutes.
The court approved amended and standard meeting minutes, accepted April financial reports showing total funds of $4,466,769.68 and approved budget and cash transfers. The court also approved the first reading of Ordinance 23-1388, a budget amendment, and authorized claims including a $500 payment to Licking Valley Adventures.
Several intergovernmental and service agreements were approved unanimously, including FY2023–2024 earthquake insurance coverage, a Waste Tire grant application, the Rowan County Detention Center agreement and the Montgomery County Detention Center agreement. The court also approved the AOC reimbursement agreement for FY2023–2024 and Emergency24 alarm-monitoring agreements for the maintenance garage and judicial center.
The court handled procurement and road-department contracting authorizations after a public bid opening for the Buffalo Trace Road Commission: members accepted the lowest and best qualified bids for aggregates, fuel, bituminous materials and related items, granted the Judge/Executive authority to negotiate pricing and gave signature authority for road-department materials and services effective April 11, 2023. The court also approved Old World Stone aggregate rates.
Sheriff Tim Smith reported on staffing, employee contracts and safety matters; the court approved the Sheriff's April report. Road Foreman Justin Gray advised that a petition to adopt Hart Lane into the county road system did not meet adoption specifications; residents were told they could bring the road into compliance for future consideration.
The court set a public hearing on the Fleming County Area Solid Waste Management Plan 2023–2027 for May 26, 2023 at 3:00 p.m. at the County Judge/Executive’s Office. Resolution 23-1390 adopting the plan update was approved conditionally pending completion of the public-comment period and the hearing.
The court approved the appointment of Stephanie Hardin, Lisa Reeder and Ashley Smith as reapportionment commissioners (with Jeff Dryden as alternate) at $100 each; Michele Bowling and Jenny Hazelrigg were appointed to the Board of Assessment Appeals (May 13, 2023–May 13, 2026); and Kent Kalb was reappointed to the Fleming-Mason Airport Board (May 31, 2023–May 31, 2027). The court also authorized payment up to $11,500 for election workers and polling locations.
Judge/Executive Sims told the court construction will begin soon on a solar project off Elizaville Road. The meeting adjourned at 10:19 a.m.
