Supervisor Steve McCombs asked the Marion County Board of Supervisors on Jan. 27 to open the process to dispose of a county Road Department parcel—the Clay Shop at 2073 Pierce Drive in Tracy—because the property sits entirely inside South Central Iowa Solid Waste Association (SCISWA) holdings and contains an old dumping cell without liners that could impose closed-site liability on future private owners.
Jennifer Murphy, director of SCISWA, explained landfill closure requirements and potential implications for future owners. McCombs said transferring the parcel to SCISWA would be in the best interest of both parties and noted the board could explore 28E agreements to allow county storage on the parcel after a transfer. The board also discussed seeking guidance from the County Attorney about Supervisor McCombs’ role as a Marion County representative on the SCISWA board.
The board voted to begin a disposition notice for the property, contingent on waiting for an offer to purchase by the landfill association. The motion passed unanimously with Supervisors Steve McCombs, Kisha Jahner and Jim Mueller recorded as voting Aye.
