Sevier County committee weighs Center View Road expansion, fees and weight-based pricing for drop-off sites

Vice Mayor Bryan McCarter said the Sevier County Solid Waste Special Committee reviewed a proposed addition to the Center View Road drop-off site and discussed how the county will collect fees and enforce rules at its network of sites.
McCarter supplied the committee with a written summary and a proposed sketch of changes to the Center View Road site and said the parcel for the proposed addition is owned by the Fire Chief Association; Chief Puckett is working on a lease, McCarter said. “We’ve been provided a drawing and we’re pursuing a lease for the parcel,” McCarter said.
Committee members pressed staff for operational details. Commissioner Kent Woods asked about payment collections and whether an attendant building would be provided; McCarter said the finance department is studying options for both electronic and cash payments and will return with recommendations. Commissioner Ronnie Whaley inquired about proposed hours of operation; McCarter and Dan King, Sevier County director of solid waste, said they are still determining hours and will propose a schedule.
Commissioner Woods also asked the county to price the site by vehicle weight and to investigate the cost of vehicle scales. McCarter asked King to obtain pricing and reported that any fee adopted is expected to cover operating costs. Commissioner Warren Hurst requested an estimate of fee income for next year’s budget; King said his staff will monitor existing sites and provide the requested income estimates to the committee and the finance department.
Commissioner Fred Atchley and Tyler Basler, Sevier County director of public affairs and communications, were assigned to work together on how best to notify the public about changes. The committee scheduled a follow-up meeting for Thursday, May 4, 2023, time to be determined. Commissioner Warren Hurst moved to adjourn; Commissioner Kent Woods seconded and the meeting ended at 3:52 p.m.
The discussion produced no formal policy adoption at this meeting; staff were directed to return with cost estimates, proposed hours, pricing options (including weight-based rates), and a recommended public communication plan.
