The Franklin County Legislative Committee approved a package of routine and administrative measures at its March 9 meeting, including a five-year property reappraisal cycle, county cooperation with a Tennessee Department of Transportation project, a multi-year equipment lease for the Circuit Court Clerk, and notary appointments.
Reappraisal: The committee approved a resolution adopting a continuous five-year reappraisal cycle under Tennessee Code Annotated §67-5-1601 and agreed to forward the resolution to the full commission. Assessor of Property Bruce Spencer submitted supporting materials that detail an inspection cycle beginning July 1, 2017, parcel counts and a per-year inspection schedule for 2018–2022. The plan materials list a total parcel count of 24,998 and provide narrative guidance on field inspections, aerial-photo use, quality-assurance checks and staffing.
TDOT project: The committee approved a resolution accepting a Tennessee Department of Transportation proposal for Federal Project BR-STP-127(18)/State Project 26013-2214-94 (described as work "From Bridge over Elk River, L.M. 6.21 SR-127 0.489 miles"). The resolution authorizes Mayor Richard Stewart to execute documents necessary to implement the proposal.
Equipment lease: The committee approved a resolution authorizing a multiple-year lease-purchase and maintenance agreement for the Circuit Court Clerk to obtain four copiers and 14 printers, with payments to be spread across up to 60 months and funding to be provided by the county general fund via a budget amendment.
Notaries: The committee approved a slate of notary applicants (minutes record approval of 21 applications) and the minutes include certificates listing the applicants and addresses.
Procedure and next steps: These committee approvals will be transmitted to the full Board of County Commissioners for final action where required; the minutes record motions, seconders and unanimous committee votes for the items listed above.
