The Franklin County Board of Commissioners voted unanimously June 15 to adopt a set of budget amendments, update its reserve fund policy and approve several related fiscal items for the fiscal year ending June 30, 2020.
The most consequential change was an amended Reserve Fund Policy that adjusts how the county calculates the debt‑service reserve, specifying the reserve should cover the “first half” of the year’s principal and interest payments while leaving sufficient working capital to meet all debt obligations for the fiscal year. The change was adopted by voice vote following a motion from Commissioner David Eldridge and second from Commissioner Christopher Smith.
Why it matters: the reserve policy determines how much of the county’s fund balance is held back for emergencies and debt service instead of being available for operating needs or one‑time spending.
