Tom Smith of Southeast Contractors reported to the finance committee that the Franklin County jail expansion was approximately 92% complete and that the facility was a best estimate to be ready for operation by April 1. Committee documents show construction contracts and miscellaneous expenses with obligations recorded through Dec. 31, 2019. The capital project attachment lists the jail project budget at $16,950,227 with $16,733,190 obligated and $217,037 remaining as of Dec. 31, 2019. The finance committee minutes also recorded a pair of small change orders totaling roughly $40,000 and a larger South Middle School sinkhole-related change order for $465,813.89 that the committee moved from uncommitted to committed funds.
Scott Smith updated commissioners that the county communications project had portions live in the valley and that concrete work was underway at the Sherwood site; the communications budget attachment shows $1,369,944 budgeted with $1,332,514 obligated and $37,430 remaining. The TCAT project was reported as near turnover with a punch list scheduled the week of Jan. 20; TCAT’s attachment shows $7,990,000 budgeted with $7,858,238 obligated and $131,762 remaining.
Finance-committee motions to move change-order funding and to forward project reports were approved in committee and the full commission received and filed the committee minutes and attached project detail. Commissioners did not vote directly on the major project budgets at the Jan. 21 meeting; the action taken was to accept reports and to approve smaller, enumerated amendments and transfers recorded in the resolutions. Next steps recorded in the packet include finalizing change-order funding, executing outstanding contracts and continuing project oversight at committee level.
