Franklin County commissioners approve zoning change, budget amendments, vaccine-resolution and routine appointments

WINCHESTER, Tenn. — The Board of Franklin County Commissioners approved a series of routine agenda items during its July 19, 2021 regular session, including a zoning change, budget amendments, and multiple resolutions and appointments.
Commissioner Angie P. Fuller moved to approve a rezoning of about 0.65 acres on David Crockett Parkway West from commercial (C) to R-2 (General Residential); Commissioner Barbara Finney seconded and the minutes record the measure as approved by voice vote with 15 present. The board also approved the meeting minutes from October 18, 2021 and received and filed the Finance Director's revenues-and-expenditures report and the Capital Projects Fund report.
Under new business the board approved multiple resolutions recorded in the minutes as Resolutions 10a–10f-1021. Resolution 10a-1021, moved by Commissioner Greg King and seconded by Commissioner Scottie L. Riddle, urges Tennessee's elected leaders to oppose the federally proposed vaccine mandate; the minutes record the resolution as approved. The board also approved a site-development grant pre-application notification (10b-1021), amendments to the county and library funds (10c-1021), two Franklin County Board of Education general-purpose school budget amendments (10d-1021 and 10e-1021), and a courthouse plaster repair project (10f-1021).
The commission completed elections and appointments on the agenda, including a reappointment to the Beer Board and approval of five applications for notary public, each recorded in the minutes as approved by roll-call vote. The meeting adjourned at 7:40 p.m.; Commissioner Tim Fuller moved to adjourn and Commissioner Greg King seconded. Commissioner David Alexander gave the benediction before the minutes were signed.
