Franklin County commission approves package of contracts, leases, grants, road changes and redistricting plan

The Franklin County Board of Commissioners approved a broad package of resolutions Sept. 20 covering county contracts, lease-purchase agreements, grant applications, road-list updates and a redistricting plan.
Key approvals recorded in the minutes included:
• Resolution 9a-0921 — authorizing a multiple-year contract for Franklin County consolidated communications managed services; motion by David Eldridge, second by Barbara Finney; approved.
• Resolutions 9b–9e-0921 — multiple-year lease-purchase and maintenance agreements for the Franklin County Clerk and the Franklin County Board of Education; motions by Greg King and Adam Casey; approved.
• Resolution 9f-0921 — authorizing submission of an application to the Tennessee State Library & Archives grant for FY2021–22; motion by David Eldridge, second by Barbara Finney; approved.
• Resolution 9g-0921 — authorizing a multiple-year contract for juvenile detention services; motion by David Eldridge, second by Dale Schultz; approved by roll call.
• Resolution 9p-0921 — adoption of the county redistricting plan and appointment to the redistricting committee; motion by David Eldridge, second by Barbara Finney; approved by voice vote 15–0.
• Road-list additions/deletions and speed-limit reductions (Shady Acres subdivision and Harton Blvd) were approved by motion of Greg King and second by Carolyn Wiseman.
• A motion authorized use of up to $1.5 million in American Rescue Plan (ARP) funds for sewer system work for the City of Huntland if matching funds from the U.S. Department of the Treasury become available; motion by Eddie Clark, second by Scottie L. Riddle; approved by voice vote.
The minutes reflect predominantly unanimous or near-unanimous voice votes for the package, with the exception of the separate roll-call on tabling a budget amendment (Resolution 9N-90) that passed 8–7. The record shows the commission also approved appointments (airport committee) and 17 notary public applications.
