Commission approves rezoning on Awalt Road for proposed boat‑storage site

Planning & Zoning staff presented Case No. 32‑25, describing the request from property owner Ronny Hasty to rezone about 5.00± acres of a larger 17.7±‑acre parcel (Map 23, Parcel 66.08) from A (Agricultural) to C (Commercial). Staff reported the parcel fronts Awalt Road (State Highway 476) and Hurricane Road, identified water and utility access, and noted previous building permits for outbuildings on the parent parcel. The Franklin County Regional Planning Commission had recommended approval at its Nov. 25, 2025 meeting.
At the county hearing a motion to approve the rezoning was moved and seconded. The clerk recorded the roll call: 14 yes, 0 no, 2 absent; the motion carried and the commission passed the rezoning. Planning staff will record the ordinance change and update county zoning records.
Why this matters: The rezoning clears the way for commercial uses (the applicant has stated a desire to allow boat storage and other C‑zoned uses). It also triggers subsequent permitting and site‑plan steps before any structure or business can operate. The Planning & Zoning staff noted water and septic service and fire‑protection proximity in its staff report.
