Claiborne County approves opioid-abatement specialist, TDEC water project funding and other measures

Claiborne County commissioners on Aug. 19 approved multiple resolutions to fund local projects and programs, including the hiring of a trauma-informed specialist funded from opioid-abatement settlement proceeds.
Resolution 2024-083, passed unanimously, authorizes the county to fund a Trauma Informed Specialist to work with the Claiborne County School District on prevention services aimed at identifying vulnerable children; the first-year budget for the position is capped at $100,000 and the resolution commits opioid-abatement funds for up to a 10-year cycle for the position.
The commission also approved several budget amendments tied to American Rescue Plan Act (ARPA) and TDEC water projects (Res. 2024-089, Res. 2024-090 and Res. 2024-095). Those motions consolidate Campbell County ARPA funds transferred to Claiborne County for Clearfork Utility District costs and place $205,538 of utility-district contributions into the TDEC water-project appropriation lines to enable project expenditures.
Other unanimous actions included: - Res. 2024-086: Place $154,647 of FEMA/TEMA disaster-recovery receipts into Fund 131 for highway repairs and equipment (passed 21-0). - Res. 2024-087: Remove Poore Lane (0.90 miles) from the county road list (passed 21-0). - Res. 2024-088: Adopt the 2023 Claiborne County Hazard Mitigation Plan to preserve eligibility for federal mitigation funds (DMA2000 / 44 CFR Part 201 referenced). - Res. 2024-091: Recognize an $83,872 Court Security reimbursement grant and provide expenditure authority for related security purchases (passed 21-0). - Res. 2024-094: Authorize a female inmate work-release program at Englands, Inc. through Express Employment Professionals, modeled after the male program at Homesteaders, Inc. (passed 21-0).
Chairman Mike Campbell read a filed designation naming Stacey Crawford as interim successor for the county highway chief administrative officer (T.C.A. 54-7-107) and the meeting closed with a moment of silence for former Sheriff Billy Wayne Smith.
Next steps and implementation
Several of the approved items require follow-up: the opioid specialist position must be coordinated with the school district and budgeted annually as opioid funds are available; TDEC and ARP-funded projects will proceed after invoices and reimbursements are processed; the court security grant is reimbursement-based and will require purchases followed by documentation to the State Administrative Office of the Courts.
