Dickson County Commission approves budget amendments, backs 2043 regional plan; $4 million funding motion fails

The Dickson County Commission met Nov. 20, 2023, in Charlotte and approved a package of resolutions and routine financial actions, while a separate proposal for $4 million in facility work failed for lack of a second.
Commission business opened with approval of the Oct. 16 minutes. Commissioners then accepted quarterly financial reports for all funds except schools and for school funds, and approved budget amendments covering non-school funds. Motions to accept the financial reports and budget amendments passed by unanimous aye voice votes; motions were made by Commissioners Randy Simpkins, Becky Spicer, Jody Britt and others and seconded as recorded in the minutes.
The commission adopted a 2024 holiday schedule matching the 2023 calendar (twelve days) with an additional list of optional dates staff may take if operationally feasible. That motion passed by unanimous voice vote.
On resolutions, the commission approved Resolution 11-2023-01, expressing support for the "2043 Dickson County Comprehensive Plan," a regional land-use plan covering Dickson County, the City of Dickson, the Town of White Bluff and the Town of Burns. Commissioner Rusty Grove moved the resolution and Commissioner Mike Petty seconded; the motion passed by unanimous voice vote.
The body also recorded consideration of Resolution 11-2023-02 to authorize certain budget amendments to all county funds except those established for schools. The resolution was moved by Commissioner Rusty Grove and seconded by Commissioner Danny Williams and was recorded as adopted in the minutes.
A separate motion to suspend the rules was approved, and Commissioner Rusty Grove then moved to approve Four Million Dollars for work on MTC, FB Dickson and Roof CW (excluding CW FB Field). That funding motion received no second and therefore died for lack of a second; it was not adopted.
Under other business, the commission moved approval action on revisions to the R-3 Residential District zoning regulations out 30 days. Commissioner Carl Buckner moved to defer the revision and Commissioner Cindi Gray seconded; the motion passed by unanimous voice vote, meaning the commission did not take final action on the R-3 revisions at the Nov. 20 meeting.
The commission also approved a slate of submitted notaries by voice vote and heard standard announcements, including recognition of Dr. Danny Weeks for his service. The meeting adjourned at 8:00 P.M.
Votes and formal actions recorded in the minutes were unanimous unless otherwise noted; the failed $4 million funding proposal died because it lacked a second and therefore received no recorded vote.
