Dickson County Commission unanimously approves budget amendments, zoning moratorium and local measures

At its May 15, 2023 meeting the Dickson County Commission unanimously approved amendments to county funds (excluding school funds), a two-year moratorium on R‑3 rezoning, speed-limit changes on two roads, transfer of roughly 19 acres to the Industrial Development Board, authorization to apply for a $54,400 litter-and-trash grant, and other routine appointments and approvals.
The Dickson County Commission met on May 15, 2023, in the Buford L. (Booty) Reed Jr. County Commission Chamber and approved a package of routine and policy items that commissioners said will allow additional review of zoning rules and support local projects.
Commissioners voted unanimously to adopt Resolution 05-2023-01, authorizing certain amendments to all county funds except those established for the county school system. Commissioner Stacey Batey moved the resolution; Commissioner Mike Petty seconded the motion, which passed by a unanimous aye voice vote.
The meeting also approved a $5 electronic citation fee under Resolution 05-2023-02. The resolution sets the fee at $5 per traffic citation resulting in conviction, with $1 retained by the court clerk for upgrades or replacement of processing equipment and $4 forwarded to the law enforcement agency that issued the citation for a five-year period. Commissioner Mike Petty moved the measure and Commissioner Carl Buckner seconded; the commission approved it unanimously.
Under Resolution 05-2023-03, the commission expressed support for permitting, construction and operation of a Hickman County treatment facility by the Water Authority of Dickson County. Commissioner Rusty Grove moved the resolution and Commissioner Dwight McIllwain seconded; the motion passed by unanimous voice vote.
The commission authorized submission of an application for a FY 2023/2024 litter and trash-collecting grant through the Tennessee Department of Transportation. The grant request, submitted at the sheriff’s recommendation, seeks $54,400 for litter and trash collection programs. Commissioner James C. Dawson moved and Commissioner Becky Spicer seconded the motion, which passed unanimously.
On land-use policy, the commission approved Resolution 05-2023-05 establishing a moratorium on rezonings to the R-3 (Residential District) classification to provide time to review and consider revisions to the R-3 rules. Commissioner Jody Britt moved the moratorium and Commissioner James C. Dawson seconded; the commission voted unanimously in favor.
The body set speed limits on two roads. Resolution 05-2023-06 set a 30 MPH limit on Eastside Road (motion by Commissioner Cindi Gray, second by Commissioner Rusty Grove). Resolution 05-2023-07 set a 35 MPH limit on a portion of West Grab Creek Road beginning at its intersection with Highway 46 South (TN‑46) (motion by Commissioner Carl Buckner, second by Commissioner Danny Williams). Both measures passed by unanimous voice votes.
Commissioners approved Resolution 05-2023-08 to transfer approximately 19 acres along Sanker Road (Map 119, Parcel 033.00) to the Industrial Development Board of Dickson County. The Industrial Development Board is negotiating with a third party for purchase at a proposed price of $20,000 per acre, according to the resolution; the motion was made by Commissioner Becky Spicer and seconded by Commissioner Cindi Gray and passed unanimously.
The commission passed Resolution 05-2023-09 to request unclaimed account balances remitted to the State Treasurer under the Unclaimed Property Act (motion by Commissioner Becky Spicer, second by Commissioner Carl Buckner). Commissioners also approved quarterly financial reports for all school funds, accepted a slate of notaries, and made the appointment of Jay Kesler to complete a two-year term on the Equalization Board vacated by James Green.
The meeting included brief administrative items and announcements. M. Don Hall, Director of Accounts & Budgets, presented the county’s Fiscal Strength and Efficient Government Three Star Program confirmation letter for 2023–2024. A Budget Committee meeting, Budget Advisory Committee meeting and public hearing were scheduled for June 5, 2023 at 6:30 p.m.; the next regular commission session was set for June 26, 2023 at 7:00 p.m.
