Commission backs TVA marina support; developer pitches large Lone Mountain/Norris Lake project

Shortly after the presentation, the commission considered Resolution 2023-107, which expresses the county’s support for a commercial marina development on TVA-managed shoreline (Tract No. 126-040.00) and for use of approximately 40 acres of harbor area included in the Big Water Reservoir Land Management Plan. Commissioner Whitt Shuford moved the resolution; Commissioner Steve Mason seconded. The resolution passed by roll-call vote, 18 for and 2 against (Commissioners Haley Barker and Rosemary Barnett recorded as voting against).
The resolution is a local support letter required by TVA’s phased approach to recreation-site development; it does not itself authorize construction or land transfer. The record shows HEXA LLC (also referenced as Norris Lake Serenity LLC in the resolution) has requested use of shoreline and navigable waterway for marina development and associated facilities; TVA’s next step would be to accept and review a formal application with environmental, engineering and permitting reviews.
