Commission approves law-enforcement and victim-services grants, authorizes equipment spending

Claiborne County commissioners on Aug. 21 approved multiple budget amendments to fund victim services, sheriff equipment and jail needs.
The commission unanimously approved Resolution No. 2023-084 to accept $47,819 from the Tennessee Office of Criminal Justice Programs for a Law Enforcement Victim Coordinator (LEVC) position that will work with the Family Justice Center. The resolution itemized projected expenses, including salary and benefits, travel and office supplies.
The commission also approved Resolution No. 2023-085 to recognize $1,025 in contributions to the Family Justice Center received in June and July 2023 and to allocate those funds for center supplies.
For the sheriff's office, the commission passed Resolution No. 2023-086 to transfer $7,790 within the American Rescue Plan Act (ARP) fund to cover the higher-than-expected cost of a sewage grinder for the county jail. The resolution states the jail received an ELC grant that reduced equipment purchases through the sheriff's ARP allocation, freeing funds for the transfer.
Finally, the commission approved Resolution No. 2023-088 to accept $407,500 of Violent Crime Intervention Fund (VCIF) grant funding for fiscal year 2024 (part of up to $518,449 across FY2024-25). The VCIF funds were allocated for radios, data equipment, law-enforcement equipment and a vehicle to support investigations.
All four resolutions passed on voice or roll-call votes recorded in the minutes. The approved amendments establish budget authority so county departments may expend the grants and contributions in FY2024.
Next steps: Finance staff to post the amendments to the county ledger and departments to begin procurement or staffing actions authorized by the grants.
