Benton County commissioners approve appointments, grants and multiple budget transfers

At its Dec. 17, 2018 meeting the Benton County Commission approved a series of resolutions including board appointments, grant-funded equipment for the vocational center and several appropriations from the county fund balance; one resolution (1217-14) passed 14–1 by roll call.
The Benton County Commission met at the courthouse on Dec. 17, 2018, and approved a package of appointments, grants and budget appropriations that county officials said were needed to fill board vacancies and cover small departmental needs.
Pro-Tem Commissioner Rosanne Ward announced a quorum before the meeting moved to votes on several appointment resolutions. Commissioners voted to appoint Douglas Vickers and David Anthony Brewer to both the Joint Economic Development Board and the Industrial Board (Resolutions 1217-01 and 1217-02). The commission also approved appointing Commissioner Ronnie Hopper to the Solid Waste Board (1217-03). A separate resolution to appoint and reappoint members of the Civil Service Board (1217-04) was amended on the floor to remove Commissioner Don Patton from the appointment and passed as amended.
The commission approved a number of small departmental appropriations and grant-related items. The board accepted a $3,200 tobacco grant for the health department (1217-08), appropriated $2,060 to the animal shelter (1217-09), $1,682.58 to the library (1217-10) and $5,689.97 to the sheriff’s budget (1217-11). Commissioners also approved transferring $7,500 from the litigation tax reserve to County Buildings Engineering Services (1217-12).
Under Resolution 1217-13 the commission approved $53,985 in grant funding for the 95/5 Asset Based Planning Grant to purchase three virtual welders for the county vocational center.
The board approved Resolution 1217-14, appropriating $2,298.26 from the Unassigned Fund Balance for the pauper burial of a Benton County citizen; the roll call on that item recorded 14 Ayes and 1 Nay. The commission also approved $13,923.10 for software and hardware upgrades for electronic purchase orders and payroll direct deposit (1217-15).
Separately, commissioners voted to appropriate $4,500 from the Unassigned Fund Balance to hire a contracted cleaning service for the courthouse for the remainder of the fiscal year (1217-16). That item drew a public comment urging the commission to retain the current cleaning personnel; the commission approved the appropriation on a roll call vote.
The meeting concluded with approval of the December notaries and a scheduling change for the Insurance Committee. The body adjourned after taking the actions listed in the meeting minutes.
