Benton County commissioners approve series of budget transfers, grant appropriations, notaries and privacy policy

The commission passed RESOLUTION 1119-01 to rescind Resolution 0716-04 (which had decreased the legislative body from 18 to 12 members). Election Commissioner Mark Ward said the resolution could be rescinded and suggested consulting Private Act 1939; the county attorney advised that staggered terms in the earlier resolution were problematic. The rescission passed on a roll call vote with all present voting Aye.
Several line-item budget transfers and appropriations were approved, many by combined voice votes. Notable amounts recorded in the meeting minutes include a $10,000 transfer within the animal shelter budget (1119-04), smaller school budget transfers of $2,474.45 (1119-05) and $2,195.10 (1119-06), and a $5,600 appropriation from unassigned fund balance for county website maintenance (1119-15), which passed on roll call 16 Ayes to 1 Nay.
The commission also approved appropriation of $2,603.84 in reverted Tobacco Grant funds for the Health Department (1119-16) and $18,950 from the unassigned fund balance to pay two invoices from Western Mental Health (1119-17). RESOLUTION 1119-18, covering $7,318.74 for the commissioners’ budget, was amended to add $400; the amended measure passed 15–2.
Other routine business included approval of RESOLUTION 1119-03 transferring School Bus #99‑50 to the Sheriff’s Department, combining and approving resolutions 1119-04 and 1119-05 and combining 1119-06 through 1119-14 for a single voice vote, and approval of November 2018 notaries. A motion to redact personal identifiers such as names and Social Security numbers on medical forms passed 16 Ayes to 1 Nay.
