Commissioner Angie Hern moved to elect a Pro‑Tem, seconded by Commissioner Rachelle Hill. A separate motion to postpone the Pro‑Tem election, moved by Commissioner Ronnie Hopper and seconded by Commissioner Dayna Ferguson, failed on a roll‑call vote recorded in the minutes as 5 Ayes, 10 Nays and 1 Pass. After nominations (Hern nominated Commissioner Darrell Hicks; Commissioner Rosanne Ward nominated Commissioner Norman Frazier) the roll‑call produced an 8‑8 tie. The minutes state that both Frazier and Hicks changed a prior 'pass' vote to a vote for themselves during the tally.
Because the ballot produced an even split, the commission did not fill the Pro‑Tem slot and agreed to bring the item back at its regular meeting on Oct. 15, 2018. The minutes record the tie and the referral; no further action to break the tie was recorded.
