Benton County approves year-end resolutions, budget adjustments and notaries

The Benton County Commissioners met Dec. 19, 2019, at the Benton County Courthouse and approved a series of year-end resolutions and administrative adjustments, the panel recorded.
The commission passed routine and budget-related measures that included: declaring various items in the jail basement surplus (originally numbered 20191216-01); amending the county beer ordinances; changing the county mayor's executive assistant position to Budget Administrator (resolution renumbered to 20191219-03); and multiple appropriations and reimbursements. Notable appropriations recorded in the meeting included $402,923.28 to the Highway Department, $66,112.16 to the County General Fund to permit the Clerk & Master to turn over delinquent tax parcels to the county, $16,732.22 to pay The Barrett Group fee for recently collected revenue, $8,750 from the Airport Fund for grant matching, $7,030 from litigation tax reserve to buy two tankless water heaters for the jail, $5,500 in combined contributions from E911 and Waste Management for the Code Red weather alert system, $220.93 for hearing-impaired interpreter services, and a $120 appropriation within the Senior Citizens budget.
Commissioner Dayna Ferguson made many of the motions to approve items; votes were recorded as voice votes with all present voting aye on several measures. RESOLUTION 20191219-03 (the renumbered personnel/position item) passed on a roll call vote recorded in the minutes as 13 ayes and 3 passes. Other individual resolutions were approved either by voice vote or roll call as noted in the meeting record.
The commission also approved December 2019 notaries, naming Madalynn Breeden and Amy Ralston. An administrative motion to renumber all items from the 20191216 series to the 20191219 series was adopted because the original meeting date had been moved due to inclement weather.
The meeting concluded after the commission heard other business, accepted proclamations for Volunteer Recognition Day and adjourned.
Procedural details: motions and seconds are recorded in the official minutes, and most routine items were adopted unanimously by those present; a separate attempted procedural motion to suspend the rules related to a proposed bond question failed (see separate article).
