County clerk reports $50,000 grant and 1,111 ballots mailed as early voting begins; sheriff says jail project nearly complete

Circuit Clerk Patty Hiher told the Carroll County Board on Feb. 5 that her office was awarded a $50,000 grant; she said the office will pay $26,000 of that amount to Goodin and Associates. County Clerk Amy Buss presented the winning design for the 2026-2027 "I Voted" sticker (Eastland High School art student Abbi Weber) and said early voting began the same day, with 1,111 voter-by-mail ballots mailed out.
Sheriff Ryan Kloepping reported his department is training staff on the e-citation program and said the county jail construction project is almost complete; he told board members they will be offered a tour after the next board meeting. State's Attorney Aaron Kaney said his office has applied for a Victim's Assistance Grant and expects to know if it is approved in the spring.
County Board Member David Soldat said he has attended Tri-County Opportunities Council meetings and was surprised to learn Carroll County has six homeless residents who currently must go to a shelter in Clinton, Iowa, because Carroll County does not have a local shelter. The board received multiple departmental and affiliate reports during the meeting.
