Carroll County board approves piling, equipment purchases and sheriff app

The Carroll County Board on Feb. 5 approved several procurement actions and a technology contract intended to support law-enforcement transparency and county infrastructure repairs.
On motions led by County Board member Susan Jacobs, the board unanimously approved a $64,550 piling repair construction contract with Civil Constructors and authorized the purchase of a trailer for a county skid steer at a not-to-exceed cost of $13,458, which includes license, title and documentation fees. County Administrator Jachnicki told the board they did not obtain a warranty on the skid steer due to cost considerations.
The board also approved a $15,522 contract with TheSheriffApp, to be paid from Fund 86 (Opioid Settlement). Sheriff Ryan Kloepping described features of the app and said its most important attribute is transparency; Chief Probation Managing Officer Steve Brown added the app will help his office check whether clients have been arrested in other counties. The motion to approve TheSheriffApp contract was made by David Soldat and seconded by Susan Jacobs; roll call recorded all present voting aye.
Earlier in the business agenda the board authorized the chair to sign a letter of support to be included in a BUILD grant application for improvement of the existing "Army Deport Road and Bridge," a request County Administrator Jachnicki explained to members. (The minutes spell the road name "Army Deport".)
The business items passed as part of the board's regular agenda. The board recessed into an executive session for collective bargaining at 4:31 p.m. and returned to regular session at 4:48 p.m.; no formal action was taken in executive session. The board's next regular meeting is scheduled for Feb. 19, 2026, at 9:30 a.m. in the small courtroom.
