Mayor Johnson responded that Rush Valley falls under Tooele County code and must follow the county’s 'dog at large' ordinance for dogs off their owner’s sight and that the town would not enforce a separate "leash law." Town Attorney Rob Clegg said he would clarify enforcement responsibilities with the Tooele County Sheriff’s Office.
Resident Catherine Stromberg of 105 North Main Street raised concerns about her neighbor Scott Holladay’s lot-line adjustment request. Mayor Johnson and council members explained the town council cannot resolve private property disputes and that the council’s role is to recognize legally reached agreements; Attorney Clegg reiterated that recording the document with the Tooele County Recorder is the proper next step.
No formal action followed public comment; the council advised residents on the proper administrative and enforcement contacts.
