Planning commission approves Richlands Elementary drainage repairs with conditions after stop‑work order

The Tazewell County Planning Commission approved a conditioned erosion‑and‑sediment (E&S) plan for drainage repairs at the Richlands Elementary School athletic field during its recessed meeting on Sept. 25.
Richard Bailey of Bailey Engineering said the contractor had disturbed about 0.94 acres while repairing outdated pipes under the field, prompting a Stop Work Order for lack of permits and erosion controls. Bailey proposed installing a sediment trap, perimeter silt fences and stabilization of a created channel.
Kenneth Dunford, director of county engineering, reviewed revised plans and recommended approval with four stipulations: (1) stake out the limits of disturbance; (2) notify the Town Manager of Richlands and provide start dates; (3) waive the permit fee because the property is owned by the Tazewell County School Board; and (4) require a bond of $9,964.69, with the minutes noting that if work is finished within 30 days the bond will not be required but if the bond is not paid within 30 days a Stop Work Order will be issued.
On motion by Member Jason Herndon and seconded by Member Hayden Lyons, the commission approved the Richlands Elementary School drainage E&S plans by a vote of 4–0, with Members Kyle Cruey, Anthony Ramella and Lance Wimmer absent from the recessed meeting. The approval is contingent on the four stipulations recorded by county engineering.
The minutes record that work may resume after approval, subject to the bond and the other conditions. The commission did not set a separate construction schedule in the minutes; the bond condition ties resumption of work to either bond payment or completion within 30 days.
