Bland County supervisors accept resignation, elect new chair and vice chair and update bank signatories

Bland County, Va. — The Bland County Board of Supervisors met in a continued session Aug. 3, 2023, at the Bland County Courthouse and moved promptly through administrative business, accepting a supervisor’s resignation, electing new leadership and updating financial signatories.
Supervisor Randy Johnson moved to accept the resignation of Supervisor Adam Kidd, effective July 31, 2023; the motion was seconded by Supervisor Keith Costello and approved in a roll call vote (Johnson: yea; Costello: yea; Kelley: yea). County Administrator and Clerk of the Board Cameron Burton opened the floor for nominations to fill board leadership roles.
Supervisor Keith Costello nominated Vice‑Chairman Stephen Kelley to serve as chairman; Supervisor Randy Johnson seconded the nomination and the board approved Kelley as chairman. Chairman Stephen Kelley then opened nominations for vice‑chair and Supervisor Randy Johnson nominated Keith Costello; the motion was seconded by Kelley and Costello was elected vice‑chair.
The board unanimously adopted a proclamation recognizing Hon. John F. Goins for 15 years of service as Bland County treasurer. County Administrator Cameron Burton presented Goins with a framed proclamation and a Bland County flag that had been flown at the courthouse.
Supervisors next voted to adopt updated bank resolutions reflecting changes to the interim treasurer and the board’s chair and vice‑chair signatories. Supervisor Keith Costello moved the resolution, Supervisor Randy Johnson seconded, and a roll call vote was recorded with unanimous approval (Costello: yea; Johnson: yea; Kelley: yea).
With routine business complete, Supervisor Randy Johnson moved to adjourn; Supervisor Keith Costello seconded and the motion passed. The board’s next regular meeting is scheduled for Aug. 22, 2023, at 5:00 p.m. at the Bland County Courthouse.
