Bland County supervisors approve budget transfers, set PPTRA rate and appoint District 1 member

At their Aug. 22 meeting the Bland County Board of Supervisors approved FY23 transfers and supplements totaling $984,098.75, adopted a 29.67% PPTRA rate, transferred $50,000 from the EDA fund for Building #9 renovations, and appointed Patrick Groseclose to District 1.
The Bland County Board of Supervisors on Aug. 22 approved a series of budget and administrative actions including major FY23 adjustments, a personal property tax relief percentage and an appointment to the board.
The board voted to adopt FY23 budget transfers and supplements totaling $984,098.75, of which $795,177.75 were supplemental appropriations. Supervisor Randy Johnson made the motion and Supervisor Keith Costello seconded; roll call votes recorded Costello, Johnson and Chairman Stephen Kelley voting yea.
The board also amended the FY24 budget to add $61,000 in additional appropriations to the county maintenance department; that motion was moved by Costello and seconded by Johnson and passed by roll call. Separately, the board approved transferring $50,000 from the Economic Development Authority (EDA) fund to cover renovations on Building #9; that motion passed unanimously.
As part of routine business the supervisors approved the consent agenda — which included minutes, payroll for late July and mid-August, vendor bills for June through August, department reports, a $15,211.34 local allotment appropriation for Social Services and the Bland County School Board's September 2023 requisition for $904,850.58.
On tax policy, the board adopted the Personal Property Tax Relief Act (PPTRA) percentage at 29.67 percent. The motion to adopt the PPTRA rate was made by Costello and seconded by Johnson and carried on a unanimous roll call vote.
The board also approved administrative items including publishing the county's quarterly newsletter, adopting proposed 2023 holiday and meeting calendar amendments, and granting an entertainment permit with fees waived for Mountain Top Holiness Church for a tent revival scheduled Sept. 8–29, 2023.
In an appointment under Va. Code §24.2-228, the supervisors named Patrick Groseclose to fill the District I (Sharon) seat. The motion was made by Randy Johnson, seconded by Keith Costello and approved by roll call vote.
The board agreed to advertise a public hearing on proposed amendments to the FY23 and FY24 county and school budgets. The meeting concluded by unanimous consensus to adjourn.
