Bland County supervisors approve $1.11 million school requisition, adopt IRS mileage rate and waive permit fees

The Bland County Board of Supervisors on Jan. 23 approved a series of routine administrative measures, including appropriating $1,112,984.67 to the Bland County School Board and adopting the IRS mileage reimbursement rate of $0.67 per mile.
The actions, taken at the regular meeting at the Bland County Courthouse, were approved unanimously. Chairman Keith Costello recorded Supervisors Patrick Groseclose and Stephen Kelley as present; Randy Johnson was absent. County Administrator Cameron Burton, County Attorney Paul Cassell and Board Secretary Linda Miller were also listed as present.
The board approved the consent agenda by motion of Supervisor Stephen Kelley, seconded by Supervisor Patrick Groseclose. The consent package included minutes from Dec. 19, 2023 and the Jan. 2, 2024 organizational meeting; payrolls of $126,719.89 (Dec. 29, 2023) and $165,974.63 (Jan. 16, 2024); bills for December ($349,820.24) and January ($198,386.10); departmental reports; appropriation of the Nov. 2023 Social Services local allotment of $15,705.26; and the Bland County School Board's February 2024 requisition for $1,112,984.67. The roll-call vote on the consent agenda was recorded as Kelley—yea; Groseclose—yea; Costello—yea.
On administrative items, the board adopted the IRS mileage reimbursement rate of $0.67 per mile effective Jan. 1, 2024, on a motion by Supervisor Patrick Groseclose and a second by Supervisor Stephen Kelley. The board also approved a blanket permit fee waiver for county property (Permit #1-2024) totaling $30.60 and, later in the meeting, granted a separate waiver for Bland County High School (Permit #4-2024) in the amount of $26.11; both waivers passed unanimously.
The supervisors handled several personnel and planning items. By motion of Groseclose, seconded by Kelley, Jerry Mercer was reappointed to complete a four-year Planning Commission term expiring April 30, 2024, and Jim McCleary was appointed to a four-year term expiring Dec. 31, 2027. The board also approved the FY25 Budget Calendar, setting the budget forum for Wednesday, April 10, 2024, and the date to adopt the budget as Friday, June 7, 2024.
There were no public comments recorded. The meeting was adjourned after unanimous approval of the final motion to adjourn. The minutes were signed by Chairman Keith Costello and Cameron B. Burton, Clerk of the Board.
Next steps: the board will follow the FY25 calendar dates set on Jan. 23; no votes on ordinances or new policy changes were taken at this session.
