Tazewell County CPMT approves routine items, reports county will add CSA funding lines and moves to closed session

The Tazewell County Community Policy and Management Team met Aug. 23, 2021, at 10:00 a.m. in the training room of the Tazewell County Department of Social Services. Chair Jeff Brintle called the meeting to order and the team approved routine business, including the July 26, 2021 minutes and the July financial report.
Robin Boyd moved to approve the July 26 minutes; Ashley Keene seconded and the motion was recorded as unanimously passed. The team also approved the July FY21 & FY22 financial report, encumbered WRAP funds and July Safe & Stable funds; those motions were made and seconded by members cited in the minutes and recorded as unanimously passed.
During new business, Ms. Shanun Smith provided a handout on PSSF that described three Safe & Stable funding lines, including types of services each line can cover and eligibility criteria; a brief question-and-answer session followed. Smith also distributed excerpts from the OCS User Guide and the local Policy and Procedure Manual and reminded members which agencies and roles should sit on FAPT and CPMT and the attendance expectations for those seats.
Chair Jeff Brintle reported on a meeting with county leadership — including County Administrator Eric Young, Tazewell County administration representative Arlene Matney, and David Taylor, DSS director — to address a FY21 shortfall in CSA funding. Brintle told the team the county "began to understand" that costs and the intensity of placements have risen, and officials are working to add an additional CSA funding line for FY22 and FY23 and to increase budgeted amounts in future annual budgets to reduce the risk of future shortfalls.
Lori Gates-Addison announced that Narcan training would be available at the Tazewell County Fair from Aug. 23 through Aug. 28, 2021.
Later in the meeting Sheri Hale moved that the CPMT enter a closed session to discuss foster-care and CPS cases, Cumberland and Court Services cases, Tazewell County Schools cases, and funding for services; Melinda Smith seconded and the motion carried. The CPMT then adopted a certification resolution under the Virginia Freedom of Information Act and Code of Virginia §2.1-344 that the closed meeting was lawful and limited to matters identified in the motion; the certification vote was recorded AYES 6, NAYS 0, ABSENT 4.
The meeting record indicates no unfinished business. The minutes list members absent and note that county representation had been absent since March 2020, a point raised in the membership and attendance discussion. No formal public comment period is recorded beyond the community announcement about Narcan training.
