Tazewell County CPMT approves routine financial items, updates attendance policy and holds closed session on child-welfare cases

At its Feb. 28, 2022 meeting, the Tazewell County Community Policy and Management Team approved minutes and budget items, reviewed vendor contracts and service-plan forms, voted to adopt edits to a non‑mandated member attendance amendment, and entered a closed session that certified discussion of child‑welfare cases and approved related funding.
The Tazewell County Community Policy and Management Team met Feb. 28, 2022, at the Department of Social Services training room and approved routine business including minutes and financial reports. Jeff Brintle, Court Services Director and CPMT chair, called the meeting to order at 10:00 a.m.
Members voted to approve the Jan. 24, 2022 CPMT minutes after a motion by Dwayne Sturgill and second by Robin Jackson. The board also approved the January financial report (moved by Edwinna Crawford, seconded by Roberta Boyd), encumbered WRAP funds (moved by Roberta Boyd, seconded by Mona Cordal) and Safe & Stable funds (moved by Edwinna Crawford, seconded by Shanna Plaster); all motions passed unanimously.
Vice chair Lori Gates‑Addison highlighted county outreach through the faith‑based group Mountain Movers and noted that the Russell County Prevention Coalition meets monthly. Robin Jackson of the Tazewell County Health Department said COVID‑19 cases were trending downward and that the county hopes to resume more in‑person services, including WIC appointments, soon.
Chair Brintle noted the addition of two vendors, E.A.S. Winchester and Mercy Ambulance, to the 2021–2022 contracts and told members that those contracts had already been signed; CSA Coordinator Margo Trigg said both providers are included in the 2022–2023 renewal packet and asked members to review emailed contracts for a future vote. No motion or vote on contract renewals occurred at this meeting.
Trigg also reviewed updates to the Initial Individual & Family Service Plan (IIFSP) and the Individual & Family Service Plan Review (IFSPR) and introduced a new PSSF Safe & Stable Service Plan. Members discussed a "Substance Abuse Issues" data field; Foster Care Supervisor Sheri Hale and Trigg said the field is not new and that the system has tracked substance‑abuse‑related spending for at‑risk youth and families for several years. The forms were reviewed but not formally adopted at this session.
Members discussed and approved edits to the CPMT attendance amendment for non‑mandated members, including inserting the word "non" before "mandated" in a paragraph and moving certain positions (for example, a private provider representative and the parent representative) into an "other non‑mandated members" category. Edwinna Crawford moved to approve the edits and Lori Gates‑Addison seconded; the motion passed unanimously.
The CPMT then voted to enter a closed session to discuss foster care, CPS, Cumberland, court services and school cases and the funding to support services for those cases. The body certified the closed meeting under the Virginia Freedom of Information Act by roll call (Ayes 8, Nays 0, Absent 1; the minutes also note members absent during parts of the meeting). Following closed session, CPMT members approved the foster care, CPS, Cumberland, court services and school cases and the necessary funding as discussed in closed session; motions to approve those items and to return to open session were seconded and carried.
Hale reported 71 children in foster care and 10 in residential care. Members discussed that additional funding had been requested in December and that funding appears to have been applied to the January 2022 Safe & Stable funds. With no public comment, the meeting adjourned at 11:10 a.m. The next CPMT meeting is scheduled for March 28, 2022, at 10:00 a.m.
