House takes up committee reports, refers and amends multiple bills; several new bills introduced and assigned to committees

The chief clerk reported a series of committee recommendations and bill introductions during the Colorado House floor session. Committees recommended that House Bill 12 59 be referred to the committee of the whole with a favorable recommendation and that several bills be amended, referred, or postponed pending further consideration.

The Committee on Education recommended that House Bill 12 59 be referred to the committee of the whole with a favorable recommendation, the chief clerk read. The Committee on Health and Human Services recommended amendments to House Bills 12 29 and 12 44, recommended that House Bill 12 62 be referred to the committee of the whole, and recommended that House Bill 11 05 be postponed indefinitely. The Committee on Judiciary recommended that House Bill 11 86 be amended and, if not so amended, be referred to the Committee on Appropriations; it also recommended that House Bill 12 32 and Senate Bills 11 and 74, as amended, be referred to the committee of the whole with a favorable recommendation. The Committee on Transportation, Housing, and Local Government recommended amending House Bill 12 39 and, as amended, referring it to the committee of the whole, and recommended that House Bills 12 09 and 12 66 be postponed indefinitely.

The chief clerk then introduced several new bills and announced committee assignments. House Bill 12 38 and House Bill 13 28, sponsored by Representatives Stuart Kaye and Winter, were assigned to the Committee on Health and Human Services; House Bill 13 29, sponsored by Representatives Clifford and Richardson and addressing criminal penalties for certain motor-vehicle activities including street takeovers and stunt driving, was assigned to the Committee on Judiciary; and House Bill 13 30, sponsored by Representatives Woodrow and Hartzuck and concerning operational parameters of entertainment districts, was assigned to the Committee on Transportation, Housing, and Local Government.

Senate Bill 47 (Senators Danielson and Marchman; Representatives Camacho and Phillips), concerning modifications to the definition of a general election for purposes of allowing firefighters to collectively bargain, was assigned to the Committee on State, Civic, Military, and Veterans Affairs. Senate Bill 92 (Senator Simpson; Representatives Succla and Velasco) regarding salary categorization of locally elected officers in specified counties, and Senate Bill 109 (Senators Exum and Cutter; Representatives Joseph and Rex) on building-code standards for accessible housing supported by public funds, were both assigned to Transportation, Housing, and Local Government. Senate Joint Resolution 15 (Senator Robert Cinnamabile; Representatives Lukas and Velasco) on protection of the public interest in management of Colorado's national public lands was laid over one day under House rules.
