Lunenburg supervisors approve Heart Space conditional use permit for wellness business

The Lunenburg County Board of Supervisors unanimously approved a conditional use permit (CUP-12-23) on Feb. 8 to allow Ruth Brown and DebbieAnne Vigneri to operate Heart Space, a massage and wellness business on two parcels at 5104 Double Bridges Road in Meherrin.
Applicants Ruth Brown and DebbieAnne Vigneri told the board they have more than 30 years of combined experience and plan to offer massage services, wellness classes and community workshops, including an emergency-preparedness session. Administrator Tracy M. Gee said the Planning Commission recommended approval with conditions.
The CUP carries multiple conditions recommended by the Planning Commission: comply with the building fire-code maximum occupancy; provide adequate access for law enforcement, fire and EMS; maintain state licensure and display required licenses; obtain building permits and inspections for any tents, pavilions or shelters; comply with Uniform Building Codes and the county noise ordinance; complete annual reporting to the Commissioner of the Revenue; and limit the CUP to the named applicants (the permit does not run with the land). The resolution also states the applicants may not promote the property as an event venue without obtaining a new permit.
Board members closed the public hearing and authorized Chairman Alvester L. Edmonds to sign the resolution granting the permit. The action passed unanimously.
