Committee rejects LTO‑9 bids, approves $78,618 Microsoft 365 migration contract with Avalon

The Chippewa County Finance, Claims and Accounts Committee on Sept. 9 voted to reject bids for an LTO‑9 tape-library backup system after Information Systems reported the bids exceeded the projected budget and recommended rewriting the specifications. The motion to reject the bids and reissue an RFQ carried on a voice vote.
The committee then reviewed proposals for a domain, Active Directory, Microsoft 365 and email migration. Information Systems recommended awarding the migration and necessary licensing (G3 and F3) to Avalon Technologies because Microsoft is moving customers to a subscriber-based 365 platform and discontinuing traditional box licensing. The committee approved a not-to-exceed award of $78,618.42 following the recommendation of Brian Bartlett.
Commissioner Jim Traynor moved to approve the Avalon award; Commissioner Damon Lieurance supported the motion, and the vote carried.
Next steps: Information Systems will finalize a statement of work and proceed with Avalon under the approved not-to-exceed amount; the LTO‑9 procurement will be re-scoped and reissued.
