Chippewa County commissioners approve clinic renovation bid, dispatch upgrades, remonumentation report and labor pact

At its Nov. 13 regular meeting the Chippewa County Board approved a $249,962.40 clinic renovation contract, purchases for emergency communications, a remonumentation completion report and a corrections unit collective bargaining agreement; multiple routine contracts and claims were also approved.
The Chippewa County Board of Commissioners approved a series of routine and project-specific items at its Nov. 13 meeting, including a clinic renovation award, communications upgrades for emergency services, acceptance of the county's remonumentation completion report and a four-year corrections-unit collective bargaining agreement.
The board accepted a Finance Committee recommendation to award the Chippewa County Health Department clinic renovation contract to JAMA Development for $249,962.40, a figure described as below budget. The project will be paid from the Public Health Infrastructure Grant and is expected to be completed and billed by Sept. 15, 2026. The board also approved reposting an RFQ for exterior entrance door replacement and interior clinic door security after no compliant bids were received.
The Office of Emergency Services received authorization for two radio pager talk groups (one for Northern EMS Authority, reimbursed by NEMSA, and one countywide EMS All-Call) at $1,500 each. The board approved an architectural/engineering proposal from U.P. Engineers & Architects for $16,900 to prepare plans and specifications for Central Dispatch electrical-room work; permit, bidding and construction costs were not included and the project will be included in the FY2026 budget.
Other approvals included:
- A memorandum of understanding with the Vietnam Veterans of America Michigan State Council to allow Chippewa County Veterans Service Officers access to records to assist with claims.
- A backup forensic pathology/autopsy services agreement with Michigan Forensics at $2,800 per autopsy (transportation costs not included).
- Acceptance of the 2025 Remonumentation Completion Report: the program totaled $133,816 (including a $15,000 county contribution) and remonumented 67 corners (60 via grant funds, seven paid by others). The board authorized signature on the completion report.
- Approval of a Jefferson Solutions engagement for a GASB 75 actuarial roll-forward valuation at $5,150 to support OPEB disclosures.
- Approval of an MMRMA insurance renewal that increases the self-insured retention to $150,000 and raises property deductibles to $5,000, lowering the renewal premium to $305,071; the board directed the annual net asset distribution be returned to the county's loss fund.
- Acceptance of October claims and payroll totaling $6,391,693.84.
In other business the board approved, in open session, a collective bargaining agreement with the Police Officers Labor Counsel representing the Chippewa County Corrections Unit for the term Jan. 1, 2026 to Dec. 31, 2029. Commissioners made several brief remarks, including a reminder of an opioid funding RFP deadline and local fundraising to bridge SNAP gaps for Community Action. The board adjourned at 4:59 P.M.
