Chippewa County approves grants, budget adjustments and several procurement items
Summary
At its July 17 meeting the board approved finance and committee recommendations including $2.57 million in June claims, budget amendments, a $57,406 courtroom AC bid, acceptance of a $6,480 HMEP grant, purchase approvals for a $45,790 sheriff vehicle and $11,796 kitchen disposals, a Canteen Services contract amendment, and multiple administrative policies and RFQs.
The Chippewa County Board of Commissioners on July 17 approved a bundle of committee recommendations from its Building & Grounds and Finance committees covering bids, grants, contracts and budget adjustments.
Finance and claims: The board approved June county and Health Department claims and payroll totaling $2,572,028.80 and adopted multiple budget amendments. Notable budget adjustments included an increase to marijuana tax revenue ($49,371.96) and special-fund changes such as a $70,000 increase in the Stonegarden vehicle line and $45,000 for kennels and medical-room equipment.
Grants and emergency management: The board accepted the FY2024-2025 Hazardous Materials Emergency Preparedness (HMEP) planning grant for $6,480 and authorized the chairman to sign the FY2026 Emergency Management Performance Grant (EMPG) initial work agreement, which covers a portion of Director Postma's wages and fringes.
Procurement and contracts: Building & Grounds approved the low bid from Albert Heating & Cooling, Inc. for $57,406 to install air conditioning units in the Circuit and Probate courtrooms. The board approved the single timely bid to purchase one Dodge Durango Police/Pursuit AWD from O'Connor's Chrysler Dodge Jeep Ram for $45,790.00. The board also authorized replacement of two Insinkerator SS-300 commercial garbage disposals for $11,796.00 and approved Amendment Two to the Canteen Services, Inc. contract to allow approximately a 4% increase in inmate meal per-meal costs (term remains through March 8, 2026).
IT and security items: Information Systems sought a Mobile CAD grant application (2% funding from the Sault Tribe) with opt-in responses due July 31, 2025. The board approved Multi-State Information Sharing & Analysis Center (MS-ISAC) membership at a cooperative rate of $1,995 for 18 months (or $3,495/year without the cooperative agreement). The board also approved Policy No. 509 on Physical Access and Security for courthouse and county buildings, subject to spelling corrections.
Other administrative actions: The board approved redirecting the Jean C. Boult Fund to provide private-duty and personal care for Chippewa County veterans after counsel and auditor review; created a WIC book-donation fund to supply two books per year for children ages 0–5; approved release of an RFQ for two multifunction copiers; and approved a Memorandum of Understanding recognizing the Police Officers Labor Council (POLC) as the corrections unit representative for the remainder of the existing contract term.
What happens next: County staff will execute contracts and transmit grant documents; follow-up tasks include vendor coordination, transmission of grant/contract signatures, and receipt of opt-in/opt-out responses for Mobile CAD by July 31.
