Chippewa County's Personnel committee approved updates to county policies so they align with the Earned Sick Time Act (ESTA), which took effect Feb. 21, 2025.
Administrator Kelly Church briefed committee members that part‑time employees will now accrue one hour of sick time for every 30 hours worked, and that full‑time non‑union employees will be eligible for 72 hours of sick time per year, up from 64 hours under the previous county policy. The county will increase non‑union part‑time carryover to 72 hours (previously 40) while maintaining the 168‑hour carryover for non‑union full‑time employees. Employees covered by collective bargaining agreements will continue to follow their contracts until those agreements are renegotiated.
The committee approved updates to County policy Nos. 243 (formerly Sick Leave for Part‑time Employees), 230 (Sick Leave and Sickness & Accident Insurance Benefit) and 233 (Other Leave Time) to conform with ESTA, with the changes to be reflected in the county handbook and policy documents. Minutes state that the eight‑hour annual accrual increase will affect the sick‑time payout calculation for non‑union employees beginning in 2026; payout for employees covered by CBAs will follow contract provisions when those agreements open for negotiation.
Commissioners moved and carried the policy updates by voice vote; the minutes note this action does not alter current collective bargaining agreements until they are renegotiated.
