Harrison County Council approves multiple appropriations including $2 million Community Crossings grant

Harrison County Council on May 27 approved several additional appropriations and transfers to fund bridge repairs, road engineering and public safety maintenance, including a $2,000,000 appropriation from the Community Crossings Grant 25/27 fund.
County engineer Kevin Russel told the council he requested three specific appropriations: $260,000 from the Cumulative Bridge Fund for 16 bridge deck polymer overlays per the county’s annual bid, $350,000 from the same fund for the preliminary/CE phase of Bridge #25 on Corydon New Middletown Road, and $188,500 from the Motor Vehicle Highway fund for engineering and right-of-way services on a portion of Corydon Ridge Road west of Crandall Lanesville Road.
The council moved through a package of additional appropriations that the meeting record lists in ordinance form. Motions included funding for maintenance agreements in the dispatch budget (LIT Public Safety—county share), supplies for the jail budget (LIT Public Safety—county share), contractual services in the Opioid Restricted Fund, and the $2,000,000 Community Crossings appropriation. Each motion carried on recorded votes of 6 ayes and 0 nays.

Blackman moved to approve $2,000,000 out of the Community Crossings Grant 25/27 fund; Kellum seconded; vote 6-0.
The council also approved several interfund transfers under Public Law 54, including a $22,800 transfer from first deputy cartographer to first deputy auditor in the county auditor budget, minor transfers in the extension and commissioner budgets, and reallocation of small amounts into liability insurance for CASA. Those transfers were approved on 6-0 votes.
The additional appropriations and transfers were entered in ordinance form as adopted May 27, 2025. The record shows no votes against the motions and no recorded abstentions.
The council will consider remaining listed appropriation requests at its next meeting on June 9, 2025, including riverboat infrastructure distributions totaling $8,221.72 across the ten incorporated towns and revenue sharing of $211,415.64, as read into the record by Chairman Hussung.
