Harrison County Council approves $2 million Community Crossings appropriation and a package of supplemental budget actions

The Harrison County Council voted May 12 to approve a package of supplemental appropriations, transfers and administrative actions that included a $2,000,000 appropriation to the Community Crossings Grant 25/27 fund and funding for county bridge inspections and dispatch equipment.
County Auditor Chad Shireman told the council the $2,000,000 request reflects $1.5 million already received from the state and a $500,000 local match that had been moved into the fund, and that the appropriation was to make the full balance available for expenditure. The council approved the request by recorded vote.
County Engineer Kevin Russel asked for three bridge-related appropriations from the cumulative bridge fund: $7,500 to prepare a scope and cost estimate for a federal-aid application for Bridge #81 on Tunnel Hill Road; $135,100 for the preliminary engineering phase of hydro-demolition and concrete overlay on Bridge #37 (Turley Road) and Bridge #75 (Crestview Avenue); and $396,005 to fund the next four-year cycle of county bridge inspections. Russel noted that INDOT would reimburse about 80% of the inspection cycle cost. The council moved and approved these requests as part of the supplemental appropriation agenda.
Other approved items included: - $60,000 for equipment in the dispatch budget from the statewide 911 fund; - $100,000 and $25,000 for parts and road equipment from the local road & street fund; - $93,414.67 for building repair in the commissioners' budget from the county share of riverboat fund; - a series of town infrastructure distributions and riverboat revenue sharing payments totaling $449,802.52 to counties and municipalities under County Riverboat Ordinance 98-12.
Most motions were moved and seconded by council members and carried with recorded votes, typically 5 ayes and 0 nays. One transfer motion produced a recorded vote in which Councilman Kyle Nix abstained; a $15,000 transfer from utilities to equipment in the county share of riverboat fund was tabled for a future meeting.
Under other business the council also authorized Chairman Donnie Hussung to sign a memorandum of understanding with North Harrison School Corporation to provide school resource officers; that motion carried 5-0. The council approved meeting minutes (April 14 as corrected) and tabled the April 28 minutes. Later in the meeting Commissioner Stepro asked staff to seek pricing for additional highway trucks; County Engineer Russel recommended bidding chassis and reusing existing beds to lower costs, and the council agreed to revisit the request.
The council adjourned at 8:01 p.m.
