Harrison County Council approves multiple appropriations, riverboat disbursements and transfers

County Engineer Kevin Russel asked the council for an additional $100,399.14 to buy two Bobcat compact track loaders for the motor vehicle highway fund, saying the department would use a two-year buyback program and expects about $44,000 trade-in value for each existing machine to cut maintenance costs. The transcript records the request but does not show a council vote on that specific appropriation.
The council voted unanimously to approve multiple formal appropriations and disbursements. Councilman Richard Gerdon moved to appropriate $85,300 for bituminous in the Highway Department from the county share of the riverboat fund; Councilman Jake Blackman seconded and the motion carried. The council separately approved detailed riverboat revenue-sharing disbursements under County Riverboat Ord. 98-12 totaling $248,648.05, including $110,510.24 to Crawford County and $41,441.34 to the City of New Albany.
Smaller appropriations approved included $62 to the Precinct Election Board in the county general fund, $1,471.90 for contractual services and $7,984.43 for equipment in the Auditor Ineligible Deduction Fund, $2,688 for security services in the Park & Recreation Fund and $515 for medical supplies in the Problem-Solving Courts Fund. Council motions for these items were seconded and each passed on recorded votes.
The council formally adopted an Additional Appropriation Ordinance listing the affected funds and amounts, adopted April 14, 2025. The meeting minutes record motions, seconds and roll-call results for each appropriation.
Under other county business, Councilwoman Holli Castetter said County Clerk Debbie Dennison no longer needs the council to consider a pay increase for a deputy; Castetter moved to formally deny the previously tabled request, a motion seconded by Councilman Jake Blackman, and the council voted 7-0 to deny the raise.
The council adjourned at about 7:33 p.m.
