Alpena County delays hiring decision for full‑time emergency manager, opts to pursue partnership with Presque Isle County

The Alpena County Finance Ways & Means Committee debated whether to hire a full‑time Emergency Manager for Alpena County or pursue a shared position with Presque Isle County during its Sept. 9, 2025 meeting.
Chair John Kozlowski reported outreach to Presque Isle County about a split or shared Emergency Manager role. Commissioner Brenda Foumier said one previously considered candidate (JP Ritter) was no longer interested and moved to hire Nic Modrzynski as Alpena County's full‑time Emergency Manager; the motion received no support and therefore did not advance.
Current Emergency Management Director Kim Elkie told the committee there is enough work for a full‑time person in Alpena County, and Sheriff Erik Smith agreed that a full‑time position could support a robust program. Despite those statements, the committee decided not to proceed immediately with a hire and instead to continue discussions with Presque Isle County and gather full terms and cost information for presentation to the full Board at the end of the month.
Commissioner Peterson moved and Commissioner Britton supported pursuing further talks with Presque Isle County and returning information to the Full Board. The roll call vote was 7 in favor (LaHaie, Ludlow, Bray, Peterson, Britton, Konarzewski, Kozlowski) and 1 opposed (Foumier). The committee recorded a recommendation to pursue partnership discussions and report back at the September Full Board meeting.
