The Alpena County Finance Ways & Means Committee unanimously adopted Resolution 25‑16 on Sept. 9, 2025, updating the county's credit card policy under Public Act 266 of 1995.
County Administrator Jesse Osmer told the committee that the county switched financial institutions and proposed minor policy updates to reflect that change, to list the County Treasurer in required policy spots, and to remove references to the Commissioner's Office and a specific card issuer. The resolution text included procedural requirements for issuing cards, submitting receipts and vouchers, maintaining a master list of cards and limits, and a 60‑day payment condition for balances.
The resolution names the County Treasurer and County Administrator as responsible for issuing, monitoring and accounting for county credit cards and requires cardholders to submit vendor slips and receipts to their department head and the Clerk's Office. It also specifies disciplinary steps for misuse ranging from counseling to termination and repayment to the county.
Commissioner Lucille Bray moved adoption of the resolution and Commissioner William LaHaie supported it. The vote was taken by roll call and carried with all members present voting yes.
The committee recorded the action as Resolution #25‑16; the board will circulate the updated Procurement & Purchasing Policy language and proceed with implementation steps described in the resolution.
