The Alpena County Finance Ways & Means Committee on May 13 recommended that the full board adopt form L-4029 and Resolution #25-08 to impose the county's 2025 summer and winter property tax levies.
Equalization Director Ted Somers presented the tax-rate request, telling the committee the resolution implements the county's allocation under the General Property Tax Act (Public Act 206 of 1893) as amended and the requirement in Public Act 357 of 2004 (MCL 211.44u) that counties impose a summer levy. The committee record shows the adopted allocated millage for July 1, 2025, is 4.7599 mills; extra voted millage to be collected December 1, 2025, is 4.7339 mills.
The committee voted to recommend approval by roll call. The minutes record AYES from Commissioners LaHaie, Ludlow, Bray, Foumier, Britton, Konarzewski, Kozlowski and Peterson; NAYS: none. The recommendation will be forwarded to the Board of Commissioners for final action per the minutes.
Why it matters: the adopted millage rates determine county property-tax revenue available for county services and for distribution to taxing units after application of the statutory "Headlee" millage reduction fraction. The resolution directs county clerks and treasurers to account for and deliver allocated and extra voted collections as required by law.
The committee packet and resolution cite Public Act 357 of 2004 and references to the General Property Tax Act and MCL 211.44u; the minutes specify the levy dates as July 1, 2025 (allocated) and December 1, 2025 (extra voted).
