Committee reviews generators, jail sheds and capital outlay projects
Summary
County maintenance and administration updated the Facilities Committee on completed and planned projects — including eight of nine generators running, proposed jail sheds with estimated pad/electrical costs, Merchant’s Building winter storage options, and several budgeted capital outlay items.
Maintenance Superintendent Nick Akins updated the committee on a range of county facility projects on Oct. 15, reporting that the Annex parking lot is finished, back bathrooms at the fairgrounds by the horse arena have been painted and that eight of nine generators that were picked up are running and will be distributed to townships or stored for winter once final work is complete.
Akins said the county should add load tests and consult an electrician to determine wiring and load compatibility before placing generators in service. He also reported that interior work at the Dental Health Clinic is underway, with flooring installation scheduled to begin Oct. 27 and a third party contracted to move dental stations in sections.
Sheriff Erik Smith told the committee that placing sheds at the jail will require a Wilson Township permit. He estimated the cost of concrete pads at roughly $2,000 and electricity at roughly $3,500, and flagged transportation as a concern because the sheds will sit about 15 feet high on a trailer. Chair Travis Konarzewski said he has a trailer capable of hauling the sheds without wire-height issues; Sheriff Smith said, if transport is possible this year, the plan would be to place and hook up the sheds in spring for use as office space for outside services and programs.
County Administrator Jesse Osmer reviewed capital outlay amounts proposed for next year and said the county is projecting to be about $70,000 in the black as of the report. He listed proposed allocations including $50,000 in a contingency fund in the 402 fund; $20,000 in a contingency fund in the 631 fund; $210,000 in data processing for software and hardware updates (402 fund); $15,000 for courthouse office improvements; $5,000 for Howard Male Conference Room upgrades; $5,000 for courthouse front steps; $50,000 for fairgrounds drive repairs; $15,000 for courthouse HVAC cleaning; and $60,000 for egress stairwells at NLA (amount dependent on board direction). Osmer also said a new fund 483 will be created for the airport THangar project. He said he would lower the contingency fund and add $5,000 for electrical hookup and pads for the sheriff’s sheds.
The committee also received and filed the monthly recycling and Fairground Manager reports. Osmer said he will reach out to Rachel Smolinski with NMMMA to request a presentation about the new recycling building and to NEMCOG about matching grant opportunities. Commissioners asked about a separate pool project; Commissioner John Kozlowski said a design plan exists but the project is stalled. Motions to receive and file the reports carried.
The committee adjourned at 10:04 a.m. The next meeting is scheduled for Nov. 19, 2025.
