Alpena County personnel committee recommends 3.5% raise for administrator, approves job-title changes

Chair Brenda Foumier on Tuesday led the Alpena County Personnel Committee in recommending a 3.5% pay increase for County Administrator Jesse Osmer after presenting the administrator’s annual evaluation, which the committee recorded as averaging 4.5 out of 5.
The committee voted on the raise on a motion moved by Commissioner John Kozlowski and supported by Commissioner Todd Britton; the recommendation passed by roll call with all three committee members voting yes. The committee’s recommendation will be forwarded to the full board for final action.
The committee also considered updates to job descriptions in the commissioners’ office. County Administrator Jesse Osmer presented revised language for the County Administrator and Executive Assistant positions and proposed changing the Human Resources Specialist title to Deputy County Administrator along with an updated job description. The changes included adding the word "ensuring" to one essential-function bullet and removing the word "local" from an experience requirement in the County Administrator description; the Deputy County Administrator draft adds the sentence "Prior experience will be considered in lieu of a degree" under requirements.
On the job-description package, Chair Brenda Foumier moved approval, supported by Commissioner Todd Britton. The motion passed by roll call: AYES — Commissioners Foumier and Britton; NAY — Commissioner John Kozlowski. The committee’s action recommends the edits and title change be adopted as presented.
Administrator Osmer also raised a personnel pay matter involving the 911 director. He said Chair Foumier had asked that the 911 director pay scale be revisited to consider a $10,000 adjustment tied to 911 Director Kim Elkie taking on additional Emergency Manager duties; Osmer said he will work with Director Elkie and bring a formal recommendation to the next board meeting. The committee did not take final action on the $10,000 adjustment at this meeting.
Separately, the committee moved and approved a revised payroll adjustment memo from Oct. 7, 2025, to include the Prosecuting Attorney; that recommendation passed on a motion by Commissioner Todd Britton supported by Commissioner John Kozlowski.
Human Resources Specialist Jennifer Mathis reported one employee separation during the meeting’s personnel update: the Animal Control Shelter Supervisor position was listed as separated.
The Personnel Committee adjourned at 12:33 p.m. The committee’s recommendations will be forwarded to the full Board of Commissioners for consideration at a future meeting.
