Acting Chair Matt Cunningham recused himself from the Borisch item and the commission appointed Commissioner Sherm Chamberlain as Acting Chair for that agenda item; Chamberlain disclosed prior survey work on the property for a previous owner but stated he had no current professional involvement that would require recusal. Kiersten Stark described the project: hydraulic removal of approximately 1,916 cubic yards of material from about 0.6 acres to a depth of 3 feet, spoils to be discharged to an upland area across Lakeshore Road (requiring a separate permit from the Charlevoix County Road Commission), shifting an existing 100-by-5-foot floating dock, extending five existing 3-foot-wide finger piers five feet, installing a new 100-by-5-foot floating dock and a 3-by-25-foot finger pier, and adding two slips for a total of 66 slips.
Katie Hicks, representing the applicant, confirmed they are pursuing the required Road Commission permit for spoils disposal. Commissioners raised no objections to the EGLE public notice and voted unanimously to support the proposed project. The commissions motion to support was recorded as voice vote, all in favor.
Staff noted outstanding permitting steps the applicant must complete (Charlevoix County Road Commission permit for upland spoil placement and applicable EGLE authorizations).
