County planning commission backs Bay Township noise amendment setting 75-decibel limit

Bay Township is proposing a minor zoning text amendment to Section 4.33 Special Events and Activities to replace a subjective "background music" restriction with a numeric standard limiting music or entertainment to 75 decibels at the property line. Charlevoix County planning staff reviewed the change and recommended no concerns.
Kiersten Stark, planning director, explained the amendment and said the county had no objections. Commissioner Mike Ritter provided household-appliance decibel comparisons for context; Commissioner Marshal Bakker and others observed that 75 dB is not especially loud. Commissioner Matt Cunningham raised enforcement concerns based on past township noise ordinance experience but indicated no objection if the township wanted the numeric standard. The commission voted unanimously by voice vote to support the proposed text amendment.
The amendment substitutes an enforceable numeric threshold for a subjective standard; enforcement mechanisms and local enforcement capacity were noted as practical considerations. Bay Township will proceed with its local adoption process.
