Personnel committee recommends policy to vacate seats after three unexcused absences

The Alpena County Personnel Committee on Sept. 2 recommended that the county adopt a formal board member attendance policy establishing a vacancy after three missed meetings without notice.
County Administrator Jesse Osmer told the committee that both the Opioid Remediation Fund Steering Committee and the Older Persons Committee had raised concerns about members failing to attend meetings. Under the proposed policy, a seat would be considered vacated after three missed meetings without notice, and replacement would follow the usual appointment process depending on who made the original appointment.
Commissioner John Kozlowski moved to recommend approval of the policy and Commissioner Todd Britton supported the motion; the committee carried the recommendation. The action was recorded as Action Item #1 to be forwarded for further consideration by the full board.
The committee did not discuss specific removals at the Sept. 2 meeting; the policy sets a standard process to address chronic nonattendance by appointed members.
