Charlevoix County committee launches update of Parks & Recreation plan with subcommittee, public meetings

The Charlevoix County Parks & Recreation Committee agreed to formally begin an update of the county Parks & Recreation plan and to advertise a request for proposals to hire a planning firm. The committee formed a subcommittee to manage the process, composed of two Parks & Recreation committee members, two county planning staff members, Manager Jim Spires and Kiersten Stark.
Manager Jim Spires told the committee the subcommittee would meet at least once per month during daytime hours through October and that the plan would be presented to the County Board in November. The minutes record that the plan is to be submitted to the DNR by February 2016; that date appears inconsistent with the committee’s April 2025 meeting and should be verified by county administration.
The committee also committed to holding three public input meetings as part of the planning process. The subcommittee will develop the RFP, handle consultant selection, and coordinate outreach. No final scope, contract amounts, or consultant selections were recorded in the minutes.
Kiersten Stark will coordinate logistics for the ribbon-cutting ceremony for the new boat launch with Charlevoix County Administration, and committee members discussed branding changes such as renaming “Parks and Rec” to “Parks and Trails” and creating a Whiting Park–specific logo for merchandise and vehicles.
