Alpena County LEPC approves Amrize offsite response plan after review of new pyrotechnic substance

The Alpena County Local Emergency Planning Committee approved the 2025 Amrize (formerly Holcim) Offsite Response Plan at its July 17 meeting after staff reviewed a recently reported on‑site pyrotechnic substance.
Director Kim Elkie told the committee the substance was reported to her and, after consulting Thomas Matzke, an EMHSD planning analyst and SARA Title III planner, she concluded the substance does not meet the threshold requiring inclusion in the offsite response plan. Elkie said that, "in an abundance of caution," she contacted City Fire to notify them of the material and its storage location and requested an on‑site visit.
Chief Edmonds and Andy Marceau acknowledged at the meeting their intention to complete the site visit to familiarize City Fire personnel with the substance and storage details. The committee approved the plan as amended on a motion by Rob Edmonds, supported by Cristen Pedersen; the motion carried.
The approval places the Amrize site under the committee's 2025 planning framework and documents the committee's awareness of the new substance and the planned City Fire follow‑up. Committee records show the action was recorded as Action Item #1 in the meeting minutes. The LEPC did not change legal authorities in the plan; it recorded the consultation with Matzke and the intended field inspection as the primary follow‑up steps.
The committee's next meeting is scheduled for Oct. 16 at 1:30 p.m.
