Members voted to approve the meeting agenda as amended to include a secretary election item. The committee also set regular meetings for 10:00 a.m. on the fourth Thursday of each month in the Shirley Roloff Center committee room and moved the May meeting from May 22 to May 29, 2025. Mathew Cooke, the DPA representative and Networks Northwest community planner who convened the session, said he would investigate options for offering Zoom participation while ensuring compliance with the Open Meetings Act.
Cooke presented an overview of the MMP updates, describing the plan's goals, the parties involved, the process to date, next steps, and the grant funding mechanism. He reviewed the draft Work Program, noting it must be submitted annually to EGLE for approval to access Materials Management Planning Grant funds; the MMPC will approve the Work Program and forward it to the county approval agency (the Board of Commissioners) before submission. Charlevoix County staff will administer per diems and mileage reimbursements, with forms to be made available at the next meeting.
Committee members also reviewed the MMPC bylaws (previously approved by the Charlevoix County Board of Commissioners) and discussed proposed revisions. Changes highlighted in the minutes included assigning the chair the authority to call special meetings and shifting certain meeting-schedule and attendance decisions from the DPA to the MMPC.
Cooke reviewed the EGLE MMP plan format and noted that EGLE has removed the formal plan format; he said updated guidance is expected to be issued based on the presented materials. No members of the public offered comment during the meeting.
The meeting adjourned at 9:53 a.m. following a motion by Jonathan Scheel, supported by Victor VanDeventer. The committee is scheduled to meet next on the fourth Thursday at 10:00 a.m.; the next confirmed date was moved to May 29, 2025.
